Ubuntu Live CD.
That was the line of reasoning used in Fedora too... however we ended
with the ISO of the Desktop Spin weighting around 655MB, with ~45MB of
unused space, which was enough not only to leave GIMP in, but also
include Inkscape and other useful things.
