i think he's really looking more along the lines of a random package he
just downloaded into his home directory.

You can always add a local file:// repositories to yum.conf, e.g.
[local]
name=Packages on local hard disk drive
baseurl=file:///var/ftp/pub/rpms
and if any of the packages from that repository depend on something from
the network, yum will download the missing packages.
