Well, not everybody wants to have encrypted stuff. Some people prefer quick boot rather then having to type a password after every boot. Some even prefer to unlock their computer completely.
It should be based on free choice to have one's disk, partition, or home directory encrypted and encryption should be easy to switch off.
It can be switched on by default, but the option to switch off must be kept!
 
Well, right now, you can't create user without any password in GNOME (or I didn't find a way to do so in the UI), so I don't see how enforcing home directory encryption in Fedora Workstation is going to hurt anything.
