Looks like Gnome power manager no longer gives the end user the remaining time of the laptop battery but instead only gives him % of usage.
Bug or a feature?

Incorrect. It still shows time remaining - as long as it can make a reasonable guess. Works fine for me: http://wwoods.fedorapeople.org/images/g-p-m-time-remaining.png
There are various reasons it might be unable to make a guess on your system at the moment. Sometimes it takes a little while for g-p-m to gather enough data to guess. Is this a freshly-installed system?

Freshly install sometime before F14 Beta :) That's running on .36 kernel
I'll try to figure the cause for this and report it to bugzilla
