That doesn't read as a 'general' audience - maybe unfortunate word choice
with the re-use of 'general' here? Suggest:
...
Target Audience
Developers:
Common Environment:
web languages .. performance monitoring
Desktop apps should be sufficient ...
Developer case 1: Student
Developer case 2: ...
...
Overall, the mission statement does read better. I would still be concerned
that when the document itself states:
"... special focus on providing a platform for development ..."
"... welcome feedback and requests as long as it doesn't negatively impact
our developer target and we have [free resources]"
that it can be read as promoting a second class set of users.
