[Modularity] Launching Modularity WG & Getting to Work

We have 11 nominations[1], more than the typical 7, for the voting
members of the Modularity WG already and I have a few full-time
developers who have been starting to do some work on modularity. As we
have a number of people expressing early interest, I would like to get
the WG moving now. We can keep the nominations open until April 18th,
but maybe we can start moving forward even before then.
I would like to hold the first meeting with the nominees and any other
interested participants on Mar. 31 15h/3pm UTC in #fedora-meeting.

Current fedpkg now sets these as well as some other useful defaults on
clone. I believe the only thing that needs to be done manually is
setting the browser to use in global (user) git config if using
something else besides Firefox as the login cookie source.
Nevertheless, raising the awareness of this stuff e.g. in wiki
wouldn't hurt.

Greetings testers!
It's meeting time again tomorrow! We haven't met for a few weeks and
F24 Alpha is signed off now, so let's meet up and just sync everyone up
with current status and so on. We might have some new people to say Hi
to as well - if you joined recently, do come along to the meeting :)
Note that clocks went forward in most parts of the world since the last
meeting, so the meeting time is now 1500 UTC. If you observe daylight
savings and you've set your clock forward since the last meeting, it
will be at the same local time as before; if you don't observe daylight
savings, the meeting will be an hour earlier than before.
