At least for rescue mode, probably yes, but I don't know what to do
about it. Can we make systemd's rescue prompt ask for username and
allow logging in with any user account (goal being to log in to admin
account then 'sudo -i')? Or would there be problems with that? Clearly
it's not designed for that purpose, and it seems intentional.
That would not work in 99% of scenarios that require rescue, especially with
most networks employing network authentication, which would not be available.
