I fully support the removal of RPM changelogs. However, you've missed
two cases:
1) Rawhide, which doesn't go through bodhi
2) Fedora release upgrades, which don't go through bodhi
I'm actually suggesting something different: write the user-focused
changelog in one place when updating the package, and have bodhi read
that and use it for its description (making the bodhi step less work).
