With the FESCo-member-as-elected-by-contributors hat on, there really
isn't a middle: The individual packagers are either responsible for
making their package work on ARM or not.
It might be multidimensional:
Primary Desktop---Secondary Desktop

Primary Server----Secondary Server
... and with the
FESCo-member-interacting-with-rel-eng-and-qa-and-others hat on, the
idea of a "server-only ARM release" is fairly plausible to me.
