'rpmbuild -bs' is broken. Don't use it.
Could you please elucidate why the command that people have used for
nearly 30 years and is the most documented on how to build rpms is
broken?
It's never been a reliable way to create a source RPM from a dist-git
checkout. For example, it does not ensure that all the necessary
dependencies are installed, or that all the RPM macros are set up
correctly.
