There are absolutely real situations where a computer will have
multi-lingual users. Wouldn't it be great if those users could have
their native keyboard layout at the login screen for login names and
passwords.

Some people also use dvorak. Typing in my password in Qwerty is hard
enough, but when I've physically remapped my keyboard, remembering
Qwerty just to type in a password (let alone what happens when I need
to play with GRUB) is a huge pain in the rear.
