+1 with one minor(?) exception:
I'm ok with using a hosted version provided that the software (and its
dependencies) is part of the Fedora repos and there are provisions to extract
the data (e.g. database) from the hosted version without any data loss and
load it in a self-hosted version using Fedora RPMs.

We can certainly bring that forward as a requirement, thank you for this.
