This is just a data point:
F31 Workstation clean installed (Live ISO), then updated to current F31, then upgraded to F33 (no interim F32).
/etc/nsswitch.conf hosts: files mdns4_minimal [NOTFOUND=return] resolve [!UNAVAIL=return] myhostname dns
And lrwxrwxrwx. 1 root root 39 Sep 10 19:42 resolv.conf -> ../run/systemd/resolve/stub-resolv.conf
