Rather than make "someone" review a whole bunch of stuff, it would be
much easier for maintainers to submit what they are doing. Frankly, if
a maintainer doesn't think it is worth their while to announce a major
change, then it isn't worth someone else's time to sift through the
whole distribution and look for "notable" changes.
Well fair enough, but at the moment these have to go through the
feature process, which is extremely cumbersome for a routine upgrade.
