Could we please use the usual git commit keyword syntax? I.e. the e-mail
header format (Signed-off-by:). E.g.:
RPM-Changelog: include
RPM-Changelog: exclude

If the changelog file name is hard-coded, I recommend "fedpkg
generate-changelog" command to write directly into the "changelog" file.
