There is no need to assume that clarifying something requires changing existing code and changing existing code doesn't necessarily require breaking compatibility and if you are bothered by breakages, you should be rallying against KDE dropping XEmbed as well but that isn't really a practical viewpoint.
if you take the word "specification" strong you need also to refuse any RFC
