There are definitely apps today that are designed to run in standalone Docker/OCI
containers, and even more that *solely* target Kubernetes/OpenShift.
So on the server side, we are definitely going to be crossing the same bridge
here for desktop apps - some software in Fedora will be container only, and
any RPMs that we might generate for it are only intermediate forms, not user-facing.
It is a bit silly to put them in Fedora Everything, hence aligning container builds
with Modularity help in the same way it will for flatpak.
