valid when there's an issue (sometimes release N doesn't work, so
there's release N+1 that still has a problem, but then release N-1 would

Right. Also, for things that incompatibly upgrade your data, rolling
back will not be as easy as a dnf downgrade. ;(
Luckily those things are rare.
