The red X doesn't mean “CLA not signed”, it means any CI has
failed. CPython allows merges with some CI failed, they have a very
complicated setup with lots of lots of CIs, buildbots and a "night
watch" about his. Not relevant for this discussion.

Of what? CPython frequently cherry-picks, so in this case, no, it
probably isn't.
The second commit (cited above) is on the master branch, though. Which
is my point: this shared space *is* confusing if you think you need to
control tightly who can publish under it.
