I don't think so.
I can see Emoji input on MS-IME in MS-Windows without switching
engines in Japanese.
I can see Emoji input on Mac without switching engines with
I can see Emoji input on Xperia keyboard in Android without switching engines.
I also see Emoji input in Android using the SwiftKey keyboard.
There is an option in the SwiftKey keyboard to enable emoji input which
is useful in my opinion.
Using Googles japanese input on Android one can also input emoji nicely.
