Generally... network-scripts will eventually go away - things will
be moved to a framework involving NetworkManager. Hence, I don't
believe pulling in an entirely different framework in the interim
is really worth it.
Moreover, some of the things you mention above are either:
a) supported in the scripts already (ifrename)
b) supported via NetworkManager (ifplugd, configuration profiles)
c) not really as important in a long term view (ifrename, again :) )
