 From my reading of [1], the Council decision is that we use FOSS in
our infrastructure except where it is "not viable and not available."
In the case of dist-git, it seems undeniable that FOSS is both viable
and available (whether it's Pagure or GitLab CE). Council hasn't
actually approved a move to a proprietary version of GitLab yet afaik.

For a solution to be viable it needs to meet requirements.
