"It has a higher version number" can't be the reason for that. (and I
don't see how anyone can disagree with this but well ...)
This leads to the question why did upstream create a new release? If it
is a complex software without proper testing at upstream and it handles
important data like mail, then the decision is completely different to
some other simple software that does many releases with small changes
that can easily be tested.
