That's the case, until you actually install the system with it set globally.
That is most likely because the livesystems are built for, I suppose, US
QWERTY, and Anaconda devs didn't take switching to vttys into consideration
there.
Really, we should try to change the default to Azerty or the Russian
layout for a release. That would teach qwerty users what is hostile to
users of other layouts or not.
There is no "default", there is only what the live images are built with.
