Other random ideas of what should be allowed:
- a human approves a pull request, bot merges it and builds
- a bot rebuilds packages automatically (bump-only or no changes),
when dependencies change
A simpler way to phrase that would be:
"No autonomous bots are to push builds into rawhide or release branches."
