Following this rule, do not break EPEL, would effectivelly freeze Fedora
forever. If you don't update Fedora, you will not get any new RHEL and
hence EPEL updated, thus you will be unable to update Fedora because
the rule will apply indefinitely.
In other words the rule is nonsence.
