Yes, boost169 should never have ended up in Fedora 32 in the first
place (blame on me, sorry). The thing is that we can no longer block
it:
https://pagure.io/releng/issue/9455
I think an update of fedora-obsolete-packages could "virtually" remove
boost169, without touching boost itself.
