I believe that is normal. Earlier releases of mlocate were never
enabled to run -- I always had to enable (the timer) and start them.
Define "normal". I set up the *p*locate scripts to start the service
immediately. Obviously this only works on a live system, with systemd
installed and active. My assumption is that if you're installing plocate
on a running system, you probably want to use it, and this way after
approx. 30—60 seconds you can.
