We have COPR. It doesn't require anything other than the FAS account.
I was thinking about this in my follow up, but I am not sure if Copr
workflow is separate case or if it should precede the fokflow (2). The
thing is that these two are quite distinct. While submitting package
into Copr is definitely good step introducing new package into Fedora, I
don't know how to integrate this into onboarding to not be side step.
