You may be right, but one can't have vulnerabilies in functionality that
doesn't exist.
(I find it hilarious that "small, simple, single-purpose" is suddenly a
bad thing when it's in systemd's favor..)
It's a bad thing when it can't boot Fedora systems. A bootloader's job is to
load the kernel and initramfs, then execute. If it can't do that, it's not
usable.
