Gaps in release numbering are just not neat. To me, they create an
unnecessary confusion. Each bump in Release field should have a
corresponding build in koji and it makes me wonder why if it doesn't.
Which means you go and investigate and learn why, which is a sane
thing to do if you want to know that information.
Equating Release values with builds is folly unless the build system
automatically does a build for every commit. If it did, it could
autogenerate the Release value and probably the changelog.... oh wait
