If you're an admin then you can click the "Give the XXX project" button
at the bottom.  That will change the "main admin", and I'm pretty sure
you can use it to promote yourself from admin to main admin.  But if
there are no remaining admins then obviously someone with privileges
would have to do it.  That's basically what happens when you file a
ticket in any case.
