From the dist tag, you can see this package is from F30, the old (and to be deleted from the system) repo. "Not belong to a distupgrade repository" means it didn't come from F31, the _new_ repo. It's a leftover that is either pulling in old (unsatisfiable) Requires or is pulled in by some other leftover.
