As a reminder, the Fedora's git repository is the canonical location for
Fedora's spec files. Simply overwriting what is in git with a file
copied from some external source is not permitted by the Fedora
That's impossible to enforce and unrealistic. We can say that as much
as we'd like, but there is nothing we can do to prevent people from
syncing from elsewhere. Having it in the guidelines seems to give a
false sense of security.
