It's not really true, no, though it can seem that way.

is the current F18 critpath list. It's 583 packages; quite big, but a long way from
'almost everything'.
That's short. I thought KDE and GNOME will be bigger, but there are only
the essential packages. I guess critpaths as system-wide features might
be doable.
