I don't think containers can replace modularity. They need to coexist.
If we want to create containers built on top of a distribution (no
randomly picked bits from the internet, reproducible builds, security,
...), we need a way to distribute multiple versions of the software
(module streams) and they frequently need to be built against each other
  (module contexts).


Once I was told, that the purpose of modularity is to enable people to create containers with
any software version they long for.

This totally has made sense to me, because containers usually only serve a specific purpose, so
it is easier to pick up correct software versions and limit their combinations, for example for a LAMP container
or something like that, and it is not so crucial that some other application might not be fully compatible with that,
because I could create another container with the other application.

System-wide? That is another story, because here we need 100% compatibility for everything, because we
never can think of combinations of applications and use cases, that Workstation users long for.

With modularity, we could make Fedora a great distro for developers. But I would like to see Fedora being the
distro for everyone, and not just developers. Therefore, we need to be as versatile as possible.
I also have a slogan:

WHATEVER YOU HAVE EXPECTED FROM AN OS ... YOU FIND IT WITH FEDORA.
