4. Why do koji and copr have CPU flag set that differs so much? Is our koji infra OK?

In Copr we use c7g.xlarge type from AWS as ARM builders. So if you spawn this machine in AWS you should be able to reproduce.

Side note - hopefully in next release Copr will have functionality that will allow you to SSH to host with the failed build https://github.com/fedora-copr/copr/pull/2977 But that will take few weeks. :(
