Both Gitea and Gogs are potential options, in my opinion, both are lightweight
and easy to extend.
Neither of those two are designed to be extended. There have been
other examples of attempts to do this, which has led to effectively
forking it.
NotABug.org runs a fork of gogs for that reason. There are
some instances of Gitea that I'm aware of that had to be forked to be
extended. Forking to extend is not anything close to desirable.
