Major features should be complete prior to Beta Freeze so any
contingency needs to be before that, in the case of something that
needs a mass rebuild it obviously needs to be complete prior to that
and if something comes up during mass rebuild I suspect a contingency
should be executed around that time as if there's another (partial)
rebuild needed that should happen before branching.
