I'm trying to figure out more about what's causing this bug
NAT (Inactive) by default, cannot create a VM

/etc/passwd on Rawhide installed some time before branch contains a
dnsmasq user. But on a Fedora 32 system installed this week (after
branch) there is no dnsmasq user in /etc/passwd.
When trying to start the network in virt-manager, this is recorded
[ 8116.089262] fmac.local dnsmasq[3678]: unknown user or group: dnsmasq
[ 8116.089383] fmac.local dnsmasq[3678]: FAILED to start up
[ 8116.090149] fmac.local libvirtd[3526]: internal error: Child
process (VIR_BRIDGE_NAME=virbr0 /usr/sbin/dnsmasq
--conf-file=/var/lib/libvirt/dnsmasq/default.conf --leasefile-ro
--dhcp-script=/usr/libexec/libvirt_leaseshelper) unexpected exit
status 1:
dnsmasq: unknown user or
group: dnsmasq
So it seems like the dnsmasq user and group should exist, but I don't
know what should be creating it.
This package is installed
dnsmasq-2.80-11.fc32.x86_64

What does "id dnsmasq" give you?
