Unannounced soname bump: libconfig

This build:

  https://koji.fedoraproject.org/koji/buildinfo?buildID=1130189

changed the soname from libconfig.so.9 to libconfig.so.11 thus
breaking a number of packages.

I can't find any announcement.

Related to this week's regular unannounced soname bump:
https://pagure.io/packaging-committee/issue/784
You may want to weigh in and support my proposal to strongly
discourage using globs in this case.

I'm not sure I can support this being a MUST (yet), SHOULD (aka best 
practice) at least is a step in the right direction.
