libsvm soname bump

Version 3.34 of libsvm has been released, and bumps the soname of the
library.  I would like to update libsvm and rebuild the consuming
packages:
- clisp
- openms
- perl-Algorithm-SVM

I maintain clisp.  The other maintainers are BCCed on this message.  I
will do these builds in Rawhide sometime next week, unless any
maintainer has a reason why I should wait.  I am open to opinions on
whether builds should also be done for F41 or not.

This has been done for both Rawhide and F41.  The F41 update is:

If any of these packages need to be built again during the Beta
freeze, please do so in side tag f41-build-side-95504 and refresh the
update.
