Heads up: soname bump of liblouis and liblouisutdml

Hello all,

I've just updated liblouis and liblouisutdml in rawhide to the latest 
upstream releases. As far as I can see, there are no packages in Fedora 
that directly depend on the libraries but some require the Python 
bindings (python3-louis).

If one of your Fedora or private packages depends on a liblouis 
(sub-)package, please check if everything still works correctly, and let 
me know if there are any issues.
