Flint soname bump

In a week, I will update flint to version 3.6.0, which comes with an
soname bump.  I will also rebuild the following packages:

- Singular
- ccluster
- e-antic
- normaliz
- msolve
- polymake
- python-symengine
- symengine

This has to be postponed.  The current version of e-antic is not
compatible with flint 3.6.0, so we'll wait for a new e-antic release
before proceeding.
