openssl-devel depends on e2fsprogs-devel ?

All,

Just did "yum install openssl-devel" and was surprised to find out that it 
depends on e2fsprogs-devel.

On the surface, this doesn't make sense to me.  Anyone in the know care to 
explain why?  Is this a case of a dependency that should be removed?

krb5-devel depends on e2fsprogs-devel ?

Actually it's openssl-devel depends on krb5-devel which depends on 
e2fsprogs-devel.

So, why does krb5-devel depend on e2fsprogs-devel?  Looking at krb5's 
changelog,
rpm -q --changelog krb5
I see the entry:

* Wed Jun 18 2003 Nalin Dahyabhai <nalin(a)redhat.com&gt; 1.3-0.beta.4
- test update to 1.3 beta 4
- ditch statglue build option
- krb5-devel requires e2fsprogs-devel, which now provides libss and 
libcom_err

Ah...so now my question is, "should the libss and libcom_err headers (and/or 
others) be moved into a separate package from e2fsprogs-devel?"

I'd guess b/c of:
/usr/lib/libcom_err.so

which LOTS of things end up needing.
