libarrow (Apache Arrow) SONAME bump in rawhide

Arrow packages include libarrow*.rpm parquet*.rpm (libparquet*), and
python-pyarrow*.rpm.   Updating to Arrow 25.0.1

side-tag f46-build-side-151287 has been created for rebuilding the packages
with hard dependencies:
* ceph (for which I am maintainer)
* gdal
* groonga
* root

libarrow is building in the side tag now. I will build Ceph when it
finishes.

I'm not a proven packager, I'm not able to build the other packages.

Tentatively I plan on merging whatever is built in the side tag on or after
18 Sept 2026.

I'm rebuilding gdal, groonga, and root now.

gdal is FTBFS and it looks like a bit of a mess.  Looks like a likely 
issue with mingw-numpy being updated to 2.5.X but mingw-python3 still 
being at python 3.11 and numpy 2.5 dropped support for python 3.11.

smani handles all of these so I'll leave it in his court.
