Just tried updating an F18 machine and got this:
$ sudo yum update

Error: Package: puppet-3.1.1-1.fc18.noarch (updates)
Requires: hiera >= 1.0.0
You could try using --skip-broken to work around the problem
You could try running: rpm -Va --nofiles --nodigest
There doesn't seem to be a hiera package for F18 at all:
$ sudo yum install hiera
Loaded plugins: changelog
No package hiera available.
Error: Nothing to do
It looks like the initial version of it is still in testing:

I've filed a BZ for this -

submit an update today that fixes the issue.
