It doesn't look that way to me, e.g.
$ rpm -q --provides gtest-devel
cmake(GTest) = 1.10.0
cmake(gtest) = 1.10.0
gtest-devel = 1.10.0-1.fc33
gtest-devel(x86-64) = 1.10.0-1.fc33
pkgconfig(gtest) = 1.10.0
pkgconfig(gtest_main) = 1.10.0
$ rpm -q --provides gmock-devel
gmock-devel = 1.10.0-1.fc33
gmock-devel(x86-64) = 1.10.0-1.fc33
pkgconfig(gmock) = 1.10.0
pkgconfig(gmock_main) = 1.10.0
They are only symlinks to the real files (just like how any other
library package works). So you won't see unversioned Provides there.
You'll see Requires for the libraries in those packages, though.
