InsightTooklit 5.4.6 coming to rawhide

Hi all,

I'm working on updating InsightToolkit to the latest release, 5.4.6,
here:

https://src.fedoraproject.org/rpms/InsightToolkit/pull-request/11

In addition to updating to the latest release, this also tries to
properly treat bundled libraries in the spec and so on. Please feel free
to review the PR and point out any fixes. It will be much appreciated.

The following packages need to be rebuilt for this, and I'll take care
of the rebuilds in a side tag as their maintainer/co-maintainer.

- alizams
- petpvc

An impact check on COPR is running here:
https://copr.fedorainfracloud.org/coprs/ankursinha/ITK-5.4.6/

I will attempt to build them all in a side-tag and merge it in the
coming week.
