How to use %license: with a license file ?

Hi,

you are confusing "License" tag with "%license" directive of %files
section. See Licensing Guidelines [1] for more info.

You're talking about two different things:

- The "License:" tag, which contains a textual description of the package's
license, and
- the "%license" annotation for files listed in "%files".

So, just replace "%doc COPYING.txt" with "%license COPYING.txt".
